Minutes

  1. Election of Chairman
    Cllr Zoe Townsend was proposed by Cllr Hilary Moore and seconded by Cllr Heidi Davies.
  2. Election of Vice Chairman
    Cllr Heidi Davies was proposed by Cllr Zoe Townsend and seconded by Cllr Hilary Moore.
  3. Apologies
    Received from District Cllr Neil Owen and Sam Peet.
  4. Declarations of Acceptance of Office from newly elected Councillors
    These were done.
  5. To arrange co-option of Councillor prior to 23 June 2021
    Two residents made presentations to the Council and were subsequently asked to write to the Council with their ideas for the future.
  6. Declarations of Interest
    Cllr Andrew Carpenter declared an interest in Plum Tree Cottage planning application.
  7. Minutes
    The Minutes of the meeting held on Thursday 11 March 2021 were approved and signed with an amendment to item 311 to read ‘Concern was raised with regard to a planning application increasing coverage to a 30-mile radius which had been approved at a 16 mile radius).
  8. Matters arising from Minutes
    Thanks to be given to Wid Ingram for organising Zoom for the March meeting.
  9. District & County Councillors Reports
    Cllr Neil Owen submitted his last report for the Parrish Council as he was standing down from local politics after many years. He would like to thank the Parish Council and various Chairs for their friendship over the years.
    The last year has been impossible in regards to carrying out a District Councillor’s role. Lockdown, personal isolation, sterile Zoom meetings and lack of real contact with local people have contributed to a feeling of immense frustration. However, the officers and staff of the District Council have coped brilliantly in responding to constant orders from Central Government to maintain and support the financial health of the District. West Oxfordshire has, over many years of good financial management, built up a reserve that has stood us well in this crisis. We are a lot better placed than many other Councils and relatively low Council taxes attest to this.
    Finally I should like to thank and acknowledge the tremendous work done by our local organisations in helping and supporting the community. Good Neighbours indeed.

    The general subjects of drains and gullies were discussed along with the 20mph proposed speed limit for villages for which there is money in the budget.
  10. Public Participation
    Comments of concern were made about the activities at Diddly Squat Farm and how it was going to affect the village.
  11. Coronavirus: Community Issues
    Nothing new to report.
  12. Parish Plan
    The Parish Plan had been developed two years ago and needed to be reviewed. Ideas needed to be developed for garden areas in the parish.
  13. Drains and Gullies
    These had all been checked by Martin Chapman for which the Council would like to thank him, in addition to which he had arranged to clear footpaths of weeds and other obstructions.
  14. Memorial Hall
    There is hope that the Memorial may be able to open again on 27 June. There has been no request from regulars to start using the Hall again. Thanks to be given to Ann Gates for all her hard work in the garden and also for her noticing that the newly placed bench donated by the Diplock Charity had been tampered with by someone obviously with a view to removing it. Security lights are to be installed.
  15. Allotments
    Nothing to report.
  16. Playground
    The toddler area needs a power wash.
  17. Speedwatch
    On hold.
  18. School Parking
    This ongoing problem needs handling. Contact with the school to be made.

The Minutes of the meeting held on Monday 11 January 2021 were approved and signed with an amendment to item 290 to read ‘OCC have received a £3million grant from the Government’.

309.    Matters arising from Minutes

          GigaClear expected to clear verges in the Spring.

310.    County Council Report

County Cllr Liz Leffman advised that the budget had been approved.  There was a definite move to have 20mph speed limits through the villages.  Traffic problems have been caused locally due to the closure of the road at Finstock bridge and the closure of the road at Spelsbury due to resurfacing.  Signs are available to slow down traffic – 10 to be delivered to Chadlington. Some drains had been cleared. District Cllr Neil Owen had  a conversation with Cllr Zoe Townsend regarding the concern about the state of the verges left in an untidy fashion by Gigaclear.

311.    Public Participation

Concern was raised with regard to a planning application covering a 30-mile radius which should be changed to 16 miles.  It was suggested that planning and licensing should be co-ordinated with a formal petition to WODC.

312.    Coronavirus: Community Issues

          All elderly residents had received their first vaccination.

          This matter is being handled by Cllr Liz Leffman. A separate trench clearing at Brook End.

The Hall is being requisitioned for Election Day on 6 May 2021. A series of lectures to be held on 13 May 2021.

317.    Benches, Tables & Bus Stop

The Diplock Charity bench is being used and admired.  The final two benches have been delivered and await fixing.

 318.   Allotments

          A skip has been ordered to arrive in a couple of days.

Allotment holders need to get together to decide what they want to do about the water supply.

          The Playground is checked on a regular weekly basis by Brian Hamblin.

  3. Minutes
    The Minutes of the meeting held on Monday 09 November 2020 were approved and signed with an amendment to item 275 Methodist Chapel: CPC has been advised that the Methodist Chapel is to be placed on the open market in the near future.
  4. Matters arising from Minutes
    GigaClear do not appear to have made an effort to clear up the verges where requested.
  5. County Council Report
    County Cllr Liz Leffman was aware of the flooding problems. OCC have received a £3million grant from the Government for drains and sewage. Cllr Leffman will be pressing on behalf of Chadlington for some of this grant. OCC will be checking for drains requiring urgent attention and will make the necessary repairs. A data base of Chadlington drains had been created with photographs by Martin Chapamn which will be passed on to Cllr Leffman. It was reported that there were two drains that were still blocked and at least fourteen drains silted up. Traffic – there is £250K in the budget (if approved) effective April 2021 which is to be used for some parishes wishing for a 20mph speed limit, parishes may be required to contribute.
    District Cllr Neil Owen reported a further Government grant was available for small and self employed businesses. An application form would be available on the WODC website from 18 January 2021. A letter is awaited from WODC regarding the dog fouling issue. Martin Chapman to be thanked for the information he provided on the possible .Mill End development
  6. Public Participation
    Further questions were asked regarding the Storage Land at Horseshoe Lane;
    (i) How did CPC make its decision. (ii) If the application had come from a third party, would this have affected the decision. (iii) Can applications of this type be referred to the whole village in future. (i) The Chair explained that the application was distributed to Councillors by email and comments were made and looked at objectively in the current situation. CPC was aware of comments made on the WODC website regarding screening, noise and lighting, All were in agreement in principle. (ii) An application made by a third party would make no difference. (iii) It was agreed to put an item on the agenda for the next meeting to discuss how to handle similar applications in future. A member of the public was displeased as it was felt that CPC’s response was not in line with that of the parishioners and it was agreed that this comment should be minuted. Discussions regarding activity on the Sports Field with regard to dogs running loose. Advice is being sought from WODC.
  7. Coronavirus: Community Issues
    Residents should be very wary of potential scammers asking for money for vaccinations. These are free of charge.
  8. Insurance
    Councillors were reminded of the Insurance renewal from 21 January 2021.
  9. Memorial Hall: update
    The Hall is still not in use for meetings and functions due to Covid-19 advice. A defibrillator,
    formally held in the Sports & Social Club has now been fixed next to the front door of the
    Memorial Hall.
  10. Methodist Chapel: update
    The Hub Group has now been disbanded and no further action required.
  11. Benches, Tables & Bus Stop: update
    Two benches still to be delivered and expected very soon.
  12. Allotments
    Planned skip not available during lockdown. Awaiting chicken wire to be fixed along edge of
    allotments. Hedge needs a trim.

    The playground continues to be checked on a weekly basis thanks to Brian Hamblin.

    Volunteers are needed to assist with checking traffic speeding. Six people are required

Spraying of field without prior notice or knowledge of chemical being used. The farmer has been contacted and is not obliged to give notice when spraying.     Received from Cllrs Sam Peet, Heidi Davies and District Cllr Neil Owen.
  2. Declarations of Interest
    There were none.
  3. Minutes
    The Minutes of the meeting held on Monday 21 September 2020 were approved and signed.
  4. Matters arising from Minutes
    Representatives from Gigaclear have visited the village and walked around with Cllrs Hilary Moore and Neil Owen to inspect areas damaged and disturbed by the fitting of the full fibre Broadband. They have agreed that these will be rectified, no timescale given.
  5. County Council Report
    Cllr Liz Leffman recognised the problems with the drains flooding. It was noted that the Thames Water drains were also flooding. OCC has no money left except for emergencies. Drains were scheduled in a four-year cycle for maintenance which does not seem adequate in rural areas. There was no plan at present to put a 20mph limit through Chadlington, however a request for consultation and signage could be arranged by contacting James Wright at Highways. (Clerk to handle). Cllr Leffman had donated funds to support a Food Bank at Cornerstone in Charlbury which could be used by Chadlington residents in need.
  6. Public Participation
    The Planning Application 20/02104/FUL, Storage Land in Horseshoe Lane was discussed in depth at the meeting. It was also reported by a parishioner that he had been advised that a new application was to be submitted for the Diddly Squat Farm Shop to be able to sell other than local products, and concern was expressed on this possible application.

    Heidi Davies was co-opted to the Council, in her absence.

  11. Memorial Hall: update
    The Hall Trustees had decided by a vote of 4 to 3 not to reopen the Memorial Hall for the time being.
  12. Methodist Chapel: update
    CPC has been advised that the Methodist Chapel is to be placed on the open market in the near future.
  13. Benches, Tables & Bus Stop: update
    The Diplock Charity bench has arrived and is waiting to be installed in the grounds of the Memorial Hall. Two other benches are on order, one in memory of Mr & Mrs Bunting for the pavement side of the Stonelee Close green as agreed with local residents and the other in memory of Enid Eden to be in the Memorial Hall grounds. Two two-seater benches are also being ordered for the Bus Stop in Chipping Norton Road.
  14. Allotments
    Complaints have been received with regard to children running out of control on the allotments. A letter or email has been sent to all tenants advising that we welcome children on the allotments to learn about growing vegetables and suchlike but they should not treat it as a playground. Respect should be shown for all allotment tenants. Enquiries are being made with regard to providing water at the allotments. The car park is for Eversley Close residents and should not be used by allotment tenants.
  15. Playground
    A reasonable report was received from RoSPA. Brian Hamblin and Ron Arthur are doing a sterling job in keeping the playground in shipshape condition for which the Parish Council is extremely grateful and offers its thanks.
  16. Speedwatch: update
    A 20mph speed limit to be investigated with Highways.
  17. School Parking
    This continues to be an issue. More signage to be discussed with Highways.

    There is no positive news on the possible use of the Methodist Hall.

    Clerk to contact Tara Smith to confirm the type of bench she would prefer for the green at the junction of Church Road and Chipping Norton Road. The Bus Stop in Chipping Norton Road has been renovated. Two two-seater benches to be ordered for placing inside the shelter. The bench proposed to be placed near the Bus Stop proved to be impossible due to no suitable spot near the Bus Stop.
  15. Allotments
    The water situation has been put on hold until further information on costings available. The chicken wire to be erected on the fence.
  16. Playground
    RoSPA has been delayed in making the inspection of the Playground. This should take place soon.
  17. Highways: Winter preparations – Salt
    A request for 2 bags of salt to top up the bins at the rear of the Memorial Hall plus a replacement bin for the broken one opposite the Café de la Post.
  18. Speedwatch
    This is on hold at present. A request to Highways to consider a 20mph speed limit in Chadlington to be made.
  19. School Parking
    This is still an issue. A previous suggestion made on a “walking bus” is not possible at the moment due to Covid-19 as pupils are in “bubbles” and therefore not mixing together.

    The new bank mandate was completed removing Tony Allan and adding Andrew Carpenter. This will now enable CPC to convert to Online Banking. It was agreed a Debit Card should also be requested for certain purchases such as online.
