Minutes of the Chadlington Parish Council Meeting held at the Memorial Hall, Chadlington on Monday 11 November 2019 at 7.30pm (Start 7.35pm, Finish 9.30pm).
Present: Cllrs Howard Rowley, Chairman, Tony Allan, Vice Chairman, Zoe Townsend, Nicky Lloyd, Hilary Moore and Gill Hill (Clerk). District Cllr Neil Owen and County Cllr Liz Leffman plus five members of the public.
Minutes
115. Apologies: there were none.
116. Declaration of Interests: Cllr Tony Allan declared an interest in his planning application for Gable End House.
117. Minutes: the Minutes of the Parish Council meeting held on 09 September 2019
and Budget Meeting held on 14 October 2019 were approved.
118. Resignation of Howard Rowley
Cllr Howard Rowley announced that he was stepping down both as Chairman and also as a Councillor with effect from 12 November 2019. He had been a Councillor for six years and Chairman for three years. His contribution has been greatly appreciated in particular with the Parish Plan for Chadlington.
119. Town & Parish Council Elections 7 May 2020
Councillors were reminded that all Councillors are up for election in May 2020. Any vacancies that occur after 11 November 2019 can only be filled by co-option. A briefing on the elections for Clerks is being held at 6pm on Thursday 30 January 2020 at WODC Woodgreen.
120. District and County Councillors Reports
District Cllr Neil Owen responded to concerns about an unannounced visit by a WODC planner evaluating potential future development sites in Chadlington. The Chairman had met a WODC planner in Chadlington and was concerned that the Parish Council had not been informed of the visit nor did the WODC Planner have any identification. It was agreed that advanced notice should be sent to the Parish Council in future and identification should be available.
County Cllr Liz Leffman was asked to provide an update on the Brook End flooding and sewage problems. There had been numerous problems with complaints to Thames Water with no results. The bridge at Brookend had been inspected and all seemed to be in order. A further problem with flooding was occurring at Greenend with water running off into Church Road on the bend by the Bowls Club.
121. GigaClear
Work had progressed and the contractor had been very busy and quick to respond to complaints. There had been no real problems.
122. Memorial Hall
The wiring has been done and there is a time limit on the heating at the Memorial Hall. There will be a Memorial Hall Open Day on Saturday 25 January 2020 – a table has been reserved for the Parish Council. Photographs of past events required. On Friday 8 May 2020 – now a Bank Holiday (instead of Monday 4 May) to celebrate 75 years since VE Day and the Memorial Hall will be holding an event in the evening.
123. Methodist Church
A meeting had been held in Shipston-on-Stour to discuss proposal for using the Methodist Hall as a Community Asset. The next step is to take this to a higher level for decision. Updates on information on what is happening to the Methodist Hall are being sent to those who register their email address with Nina Morgan.
124. Benches & Tables
The Parish Council would like to thank Roger and Alison Saunders for their generous purchase of two Picnic Tables to replace the broken ones on The Stocks. A welcome party with tea and cakes was held on the arrival of the tables on 29 August 2019.
A further vote of thanks from the Parish Council goes to Philippa Martin for her purchase of a new bench for The Stocks in memory of her husband, Barry Martin, who sadly passed way last year. A Champagne reception, courtesy of Philippa, took place on Friday 13 December 2019.
Work is still going on with a view to replacing more benches and repairing bus stops
125. Allotments
All allotments are in use. The Parish Council would like to thank Kathy Heath for cutting back the hedge on Church Road.
126. Playground
The Parish Council would like to thank Brian Hamblin, Ron Arthur and their team for all the work they are doing to keep the Playground up to scratch. SSE to be contacted to trim back a tree.

19/02797/LBC Brookside, Brook End. Internal and external alterations to convert existing barn to dwelling.
Applications approved:
19/02110/FUL Land North West of Chipping Norton Road. Erection of a lambing shed and farm shop, including car parking and associated landscaping. Potential for occasional film making. CPC approved of this application in principal but has concerns with the ownership of the current gate to Diddly Squat Farm and the proposed access point off Chipping Norton Road is very close to the Caravan site and two bus stops which could cause traffic hazard. A new access may have to be considered.
19/02192/HHD 8 Orchard Cottages, Chipping Norton Road. CPC has concerns about the yellow bricks and rendering plus the very large extension proposed which is not in proportion with neighbouring houses.
19/01085/FUL Curdle Hill Farmhouse, Chipping Norton Road. Extensions and alterations to existing barn buildings. CPC has no objection to this application but has concerns about errors on application form Section 12 which were answered incorrectly with regard to (i) Protected and priority species and (ii) Designated sites – important habitats. Also Bat Survey gives inadequate specifics on how bats and barn owls should be protected.
19/02166/FUL Gable End House, Horseshoe Lane. Change of use from agricultural to domestic. CPC had no objection to this application
19/00996/FUL Mount Pleasant, Bull Hill. Demolition of existing dwelling and integral garage and proposed erection of part 2 storey and part single storey dwelling, detached 3 bay garage and garden store and alterations to existing landscaping including modifications to existing drive and access.
19/01985/HHD Laburnum Cottage, Green End. Erection of garage/workshop. CPC objected.
19/02069/HHD 2 Brook End. Alterations and extension of two storey rear extension including a Juliet balcony to first floor. CPC objected.

107. Declaration of Interests: There were none.
108. Minutes: the approval of the Minutes from the meeting held 09 September 2019 were
deferred until the November meeting.
109. Budget: Income & Expenditure for 2019 first half was reviewed.
110. Reserves: Reviewed with a suggested allowance of £10k for three items, the Playground, Memorial Hall and Traffic Calming plus £12k for General Reserves. This would total £42k in reserves.
111. Precept: Recommended a 3% increase over 2018.
112. Ex gratia payments:
It was agreed that ex gratia payments should be made of £100.00 each to Adrian Tremlett for his valued legal work on Parish Council matters such as public rights of way and lease agreements and to Mike Smith for his upkeep of the website plus the annual licence fee of £120.00. Contact is to be made with both people.
113. Planning Applications:
There was not much discussion on this subject.
A request was made for a white line to be painted on the corner of Church Road by the Bowls Club in order to deter fast drivers
