Minutes of the Chadlington Parish Council Meeting held at the Memorial Hall, Chadlington on Monday 12 November 2018. (Start 7.35pm. Finish 8.50pm)
Present: Cllrs Howard Rowley, Zoe Townsend, Monty Phillips and Gill Hill (Clerk) plus 1 member of the public.
112. Apologies were received from Cllrs Tony Allen, Nicky Lloyd, Rose Cleevely, Liz Leffman and Neil Owen.
113. Declarations of Interest. There were none to be made.
114. The Minutes of the meetings held on 08 October and 10 September were approved and signed.
115. Matters arising and action points. There were none.
116. District & County Councillors Reports
Apologies were sent. County Council report attached.
117. Parish Planning Policy
The draft Parish Planning Policy was considered. Cllr Howard Rowley suggested several amendments which were agreed and approved. An updated approved version has since been distributed.
118. Parish Plan
Little progress had been made since the last meeting. It was suggested that Phil Shaw, Planning Development Manager at WODC be invited to attend the next Parish Council Meeting. Clerk to invite him.
119. Budget for 2019/2020
The budget for 2019/2020 was approved at the Budget Meeting held on 08 October when the decision not to increase the precept was also made.
120. Speeding Project
Cllr Monty Phillips had decided to resign from the Parish Council due to personal commitments. He would however remain in touch with the Parish Council and suggested a Working Group be formed to handle the Speeding Project which still lacked volunteers. He requested that posters be put on the website advertising for volunteers.
121. Memorial Hall
Cllr Zoe Townsend reported that surveys were being made on the improvements to be made on the car park. A meeting was due to take place on 5 December with the Sports & Social Club, Memorial Hall Committee and the Parish Council. Cllrs Howard Rowley and Zoe Townsend to attend. The funds raised from the Gin Thing would be deposited in the Parish Council Project account. Cllr Monty Phillips was planning a possible fund raising event to take place on 5 March 2019.
122. Playground
There was no report as Cllr Rose Cleevely had sent apologies. However this is a priority area in the budget.
123. Armistice Tree Planting
This proved to be a very successful event with a small ceremony, poems read and speeches made, outside the Memorial Hall where the sapling is planted. Grateful thanks to the Rev Mark Abrey, Rupert Timpson, David Payne, Sue Haffenden and Cllrs Tony Allen and Nicky Lloyd.
124. Book Exchange
This is up and running in the bus shelter at Harvey’s Corner. Our grateful thanks to Ron Arthur who provided and fitted the shelves.

18/02661/HHD 8 Orchard Cottages, Chipping Norton Road. Erection of single and two storey
rear extension. Chadlington Parish Council objected to this on the basis of too little information.
Applications approved: 18/01735/S73 Curdle Hill Farmhouse Chipping Norton Road. Non compliance with condition 2 of planning permission 16/01505/FUL to allow changes to approved plans.
Applications withdrawn: 18/01708/FUL East Downs Farm Old London Road. Conversion of outbuildings to 2 dwellings and annexe to serve existing East Downs Farmhouse, new access and associated works. 127. Finance
