Minutes of the Chadlington Parish Council Meeting held remotely via Zoom on
Monday 11 January 2021 (Start 1935, Finish 2108).

The Minutes of the meeting held on Monday 09 November 2020 were approved and signed with an amendment to item 275 Methodist Chapel: CPC has been advised that the Methodist Chapel is to be placed on the open market in the near future. - Matters arising from Minutes
GigaClear do not appear to have made an effort to clear up the verges where requested. - County Council Report
County Cllr Liz Leffman was aware of the flooding problems. OCC have received a £3million grant from the Government for drains and sewage. Cllr Leffman will be pressing on behalf of Chadlington for some of this grant. OCC will be checking for drains requiring urgent attention and will make the necessary repairs. A data base of Chadlington drains had been created with photographs by Martin Chapamn which will be passed on to Cllr Leffman. It was reported that there were two drains that were still blocked and at least fourteen drains silted up. Traffic – there is £250K in the budget (if approved) effective April 2021 which is to be used for some parishes wishing for a 20mph speed limit, parishes may be required to contribute.
District Cllr Neil Owen reported a further Government grant was available for small and self employed businesses. An application form would be available on the WODC website from 18 January 2021. A letter is awaited from WODC regarding the dog fouling issue. Martin Chapman to be thanked for the information he provided on the possible .Mill End development - Public Participation
Further questions were asked regarding the Storage Land at Horseshoe Lane;
(i) How did CPC make its decision. (ii) If the application had come from a third party, would this have affected the decision. (iii) Can applications of this type be referred to the whole village in future. (i) The Chair explained that the application was distributed to Councillors by email and comments were made and looked at objectively in the current situation. CPC was aware of comments made on the WODC website regarding screening, noise and lighting, All were in agreement in principle. (ii) An application made by a third party would make no difference. (iii) It was agreed to put an item on the agenda for the next meeting to discuss how to handle similar applications in future. A member of the public was displeased as it was felt that CPC’s response was not in line with that of the parishioners and it was agreed that this comment should be minuted. Discussions regarding activity on the Sports Field with regard to dogs running loose. Advice is being sought from WODC. - Coronavirus: Community Issues
Residents should be very wary of potential scammers asking for money for vaccinations. These are free of charge. - Insurance
Councillors were reminded of the Insurance renewal from 21 January 2021. - Memorial Hall: update
The Hall is still not in use for meetings and functions due to Covid-19 advice. A defibrillator,
formally held in the Sports & Social Club has now been fixed next to the front door of the
Memorial Hall. - Methodist Chapel: update
The Hub Group has now been disbanded and no further action required. - Benches, Tables & Bus Stop: update
Two benches still to be delivered and expected very soon. - Allotments
Planned skip not available during lockdown. Awaiting chicken wire to be fixed along edge of
allotments. Hedge needs a trim. - Playground
The playground continues to be checked on a weekly basis thanks to Brian Hamblin. - Speedwatch: update
Volunteers are needed to assist with checking traffic speeding. Six people are required
every other week to make this work. Please advise the Clerk if you are interested. - School Parking
This continues to be an issue. Signage is in hand with Highways. - Planning

The Parish Council has viewed this application objectively and have taken into
consideration the location of the current workshop which is situated in close proximity of a
main artery road into the village, next to residential properties, which is obviously not ideal.
Re-siting of the workshop to the already established lorry park would therefore be beneficial
to residents and road users. Whilst the Parish Council supports this application we are
aware that objections have been raised in particular regarding noise and light pollution and
screening and we see that there have been suggestions on how these issues may be
addressed, and therefore resolved during the planning process.

Emails from Jill Greer regarding condition of stone brick wall on Church Road. This has been referred to the owners of the wall for repair. Spraying of field without prior notice or knowledge of chemical being used. The farmer has been contacted and is not obliged to give notice when spraying. They do have very specific guidelines to follow with regards to weather conditions. The spray being used is the safest available. - Other Issues
