Minutes of the Chadlington Parish Council Meeting held at the Memorial Hall, Chadlington on Monday 11 November 2019 at 7.30pm (Start 7.35pm, Finish 9.30pm).
Present: Cllrs Howard Rowley, Chairman, Tony Allan, Vice Chairman, Zoe Townsend, Nicky Lloyd, Hilary Moore and Gill Hill (Clerk). District Cllr Neil Owen and County Cllr Liz Leffman plus five members of the public.
Minutes
115. Apologies: there were none.
116. Declaration of Interests: Cllr Tony Allan declared an interest in his planning application for Gable End House.
117. Minutes: the Minutes of the Parish Council meeting held on 09 September 2019
and Budget Meeting held on 14 October 2019 were approved.
118. Resignation of Howard Rowley
Cllr Howard Rowley announced that he was stepping down both as Chairman and also as a Councillor with effect from 12 November 2019. He had been a Councillor for six years and Chairman for three years. His contribution has been greatly appreciated in particular with the Parish Plan for Chadlington.
119. Town & Parish Council Elections 7 May 2020
Councillors were reminded that all Councillors are up for election in May 2020. Any vacancies that occur after 11 November 2019 can only be filled by co-option. A briefing on the elections for Clerks is being held at 6pm on Thursday 30 January 2020 at WODC Woodgreen.
120. District and County Councillors Reports
District Cllr Neil Owen responded to concerns about an unannounced visit by a WODC planner evaluating potential future development sites in Chadlington. The Chairman had met a WODC planner in Chadlington and was concerned that the Parish Council had not been informed of the visit nor did the WODC Planner have any identification. It was agreed that advanced notice should be sent to the Parish Council in future and identification should be available.
County Cllr Liz Leffman was asked to provide an update on the Brook End flooding and sewage problems. There had been numerous problems with complaints to Thames Water with no results. The bridge at Brookend had been inspected and all seemed to be in order. A further problem with flooding was occurring at Greenend with water running off into Church Road on the bend by the Bowls Club.
121. GigaClear
Work had progressed and the contractor had been very busy and quick to respond to complaints. There had been no real problems.
122. Memorial Hall
The wiring has been done and there is a time limit on the heating at the Memorial Hall. There will be a Memorial Hall Open Day on Saturday 25 January 2020 – a table has been reserved for the Parish Council. Photographs of past events required. On Friday 8 May 2020 – now a Bank Holiday (instead of Monday 4 May) to celebrate 75 years since VE Day and the Memorial Hall will be holding an event in the evening.
123. Methodist Church
A meeting had been held in Shipston-on-Stour to discuss proposal for using the Methodist Hall as a Community Asset. The next step is to take this to a higher level for decision. Updates on information on what is happening to the Methodist Hall are being sent to those who register their email address with Nina Morgan.
124. Benches & Tables
The Parish Council would like to thank Roger and Alison Saunders for their generous purchase of two Picnic Tables to replace the broken ones on The Stocks. A welcome party with tea and cakes was held on the arrival of the tables on 29 August 2019.
A further vote of thanks from the Parish Council goes to Philippa Martin for her purchase of a new bench for The Stocks in memory of her husband, Barry Martin, who sadly passed way last year. A Champagne reception, courtesy of Philippa, took place on Friday 13 December 2019.
Work is still going on with a view to replacing more benches and repairing bus stops
125. Allotments
All allotments are in use. The Parish Council would like to thank Kathy Heath for cutting back the hedge on Church Road.
126. Playground
The Parish Council would like to thank Brian Hamblin, Ron Arthur and their team for all the work they are doing to keep the Playground up to scratch. SSE to be contacted to trim back a tree.

108. Minutes: the approval of the Minutes from the meeting held 09 September 2019 were
deferred until the November meeting.
109. Budget: Income & Expenditure for 2019 first half was reviewed.
110. Reserves: Reviewed with a suggested allowance of £10k for three items, the Playground, Memorial Hall and Traffic Calming plus £12k for General Reserves. This would total £42k in reserves.
111. Precept: Recommended a 3% increase over 2018.
112. Ex gratia payments:
It was agreed that ex gratia payments should be made of £100.00 each to Adrian Tremlett for his valued legal work on Parish Council matters such as public rights of way and lease agreements and to Mike Smith for his upkeep of the website plus the annual licence fee of £120.00. Contact is to be made with both people.
113. Planning Applications:
There was not much discussion on this subject.
A request was made for a white line to be painted on the corner of Church Road by the Bowls Club in order to deter fast drivers

At the Parish Council meeting on 11th November, Howard Rowley stepped down as Chair and also stood down as a Parish Councillor. Howard first became a Parish Councillor six years ago and has been Chair since 2016.
He said that he is proud of what the Council has achieved in recent years, especially the planning policy, Parish Plan, maintaining the playground and working well with District and County Councillors. Increased public participation and the regular contributions of volunteers are also good indicators of the Council’s achievement.
Howard was presented with two bottles of Café de la Post’s finest wines and he said that he was most touched by the kind comments written by Councillors in his farewell card. His experience and good sense will be much missed by his colleagues and the village. Fortunately, he has offered to continue contributing to the Council’s work as a volunteer.

90. Matters arising from the Minutes
a. Brook End update – the silt trap had been cleared, however the accumulation of rubbish under the bridge remains the cause of continuing problems.
b. Durand Hotham update – the Parish Council wished to support Durand Hotham with his complaint against WODC about the rendering at Apple Tree House in Horseshoe Lane.
91. District and County Councillors Reports
Cllr Neil Owen reported that WODC was in the process of organising Committees to
support their response to Climate Change.
Cllr Liz Leffman was pleased to report that the resurfacing of the road at Spelsbury had
been completed as had all other requests for roads in the area been resurfaced. Jamie Smith had been appointed to oversee all Highway problems including Fix My Street. He would be prepared to visit areas by appointment to discuss any ongoing highway problems. Progress had been made in joint arrangements between Cherwell and West Oxfordshire District Councils.
92. Playground: update – Cllr Hilary Moore reported the RoSPA report had been received.
Brian Hamblin and Ron Arthur had made good the necessary items. The entrance needs tarmac to be laid and the gates need to be to be painted. Trees require cutting back. Cllr Howard Rowley mentioned that the swinging tyre may need replacing.
93. Allotments: update – Cllr Hilary Moore reported that two allotments were looking
neglected and tenants should be contacted to confirm they were still required. There is a waiting list. Parking cars at the Eversley Close entrance has been an issue and the hedge needs cutting back.
94. Gigaclear: update – Cllr Nicky Lloyd reported there was still no definite date for work to
commence in Chadlington.
95. Methodist Church: update – Cllr Zoe Townsend reported that local discussions had been
made as to future use of the Methodist Chapel. There is a meeting of Methodist Church officials in October.
96. Memorial Hall: update – Cllr Zoe Townsend reported that there had been a good team
clean-up of the Hall. A good booking had been lost because of the state of the grass. An application for a grant for the car park had been submitted to WODC.
97. Benches & Seats: update – Cllr Nicky Lloyd reported that most of the benches inspected
were in reasonable condition. New benches were recommended to be placed on the footpath near the Memorial Hall, in the area of Mill End but actual site is to be confirmed
and at the bus stop on the Chipping Norton Road. Sponsorship to replace the broken bench at the Stocks had been gratefully accepted from Mrs Philippa Martin in memory of her husband Barry Martin who passed away last year.
98. Rights of Way & Footpaths: update – Adrian Tremlett reported that OCC had finally
acknowledged the footpath across the last field to Green End. An application to put a short section of path on the Definitive Map at Boot Cottage had been submitted.

A roadside grids issue was brought up together with a planning application issue at Mount Pleasant, Bull Hill, both of which appeared to have been progressed satisfactorily.

Applications received:
19/02110/FUL Land North West of Chipping Norton Road. Erection of a lambing shed and farm shop, including car parking and associated landscaping. Potential for occasional film making. CPC approved of this application in principal but has concerns with the ownership of the current gate to Diddly Squat Farm and the proposed access point off Chipping Norton Road is very close to the Caravan site and two bus stops which could cause traffic hazard. A new access may have to be considered.
19/02192/HHD 8 Orchard Cottages, Chipping Norton Road. CPC has concerns about the yellow bricks and rendering plus the very large extension proposed which is not in proportion with neighbouring houses.
19/01085/FUL Curdle Hill Farmhouse, Chipping Norton Road. Extensions and alterations to existing barn buildings. CPC has no objection to this application but has concerns about errors on application form Section 12 which were answered incorrectly with regard to (i) Protected and priority species and (ii) Designated sites – important habitats. Also Bat Survey gives inadequate specifics on how bats and barn owls should be protected.

Minutes of the Chadlington Parish Council Meeting held at the Memorial Hall, Chadlington on Monday 08 July 2019. (Start 7.35pm. Finish 9.35pm)
Present: Cllrs Howard Rowley, Tony Allan, Zoe Townsend, Nicky Lloyd, Hilary Moore and Gill Hill (Clerk). District Cllr Neil Owen and County Cllr Liz Leffman plus 6 members of the public.

This was delayed until later in the meeting.
73. District and County Councillors Reports
District Cllr Neil Owen reported on the dissatisfaction of the property in Horseshoe Lane. A Planning Manager will be visiting the site and writing a report. If there has been a mistake in the process of building then it will have to be rectified.
WODC is addressing the Climate Control emergency and is working towards the target to reduce emissions by 2050. It is working towards more electric charging points being installed. It has been suggested that all new houses should have solar panels and fat traps fitted.
County Cllr Liz Leffman began by pointing out that OCC were trimming the verges more sympathetically this year to protect wild life. However in some cases at crossroads and islands the grass needs to be cut shorter and any problems of this nature should be reported to Fix My Street. There still appears to be confusion with flyaway plastics and the disposing of waste into the correct bins. Food waste should not be put into the general waste (grey) bin. There are not enough recycling depots in the UK. Shipston-on-Stour is closer to Chadlington the Dix Pit at Stanton Harcourt.
He drain clearance at Brooke End is close to being done.
74. CPC Workload and Responsibilities
a. Work reallocation – this was reported in the Special Meeting June minutes.
b. Getting volunteers for additional work – deferred until more volunteers are available.
c. New ideas – there is strong support for making some selective improvements within the village; these include improved provision of benches and new planting schemes on the village approaches..
75. Parish Plan: Feedback
Two formal responses have been received and several informal ones. The Plan was generally considered to be clear and understandable. Jon Alsop’s response had been appreciated and all the points raised will be taken into consideration with the next review. His expertise could be useful when certain complex planning situations arise.
76. Public participation – Opportunity for the public to ask questions.
There was a query on planning application 19/01801/FUL Brookside at Brooke End regarding windows. This was referred to the Planning Officer. A suggestion was made that planning applications should be available on the Chadlington Parish Council website and notice board. Feasibility will be evaluated.
77. Playground:
CPC unanimously approved ex gratia payments to Brian Hamblin and Ron Arthur for their sterling work on the playground which has saved the Council a considerable sum. True to form Brian declined payment and Ron proposed to give his payment to Katharine House Hospice.
78. Gigaclear:
The latest report was that Gigaclear would be in the area in August. Residents of Rawlinson Close had a visit from Gigaclear and decided they did not want it.
79. Methodist Church:
The decision on its future use is open ended at present. It is still recognised as a place of worship which may not suit everyone’s requirements. Interested people must make clear what they intend to use it for and how much they are prepared to pay. If sold it must be at market rates. It is important that it is used for what people of the village would like. It was suggested that more clarity needed to be forthcoming from each of the sponsors of individual development options
80. Memorial Hall:
Estimates for the car park improvement are required before anything can be done to obtain grants or move on with the project. A request was made to footballers and their cars not to park in the street on Apple Day 28 September.

Two places for Councillors had been reserved for this training session on 15 July. A request for another two places had been made.

A review of all benches, seats and picnic table to be made with a request for possible sponsorships for replacements. A very generous offer to replace the two picnic tables at The Stocks has been made for which the Parish Council is extremely grateful.

A fundraising event is to be held on Saturday 13 July at Vale Bank in support of the Memorial Hall.

The Minutes of the meetings held on 11 March 2019 and Extra Meeting held on 11 April 2019 were approved and signed
52. Lionel Sainsbury Evening 5 April 2019 organised by Nigel Winser in aid of the
Memorial Hall Project.
The evening proved to be an enormous success making almost £1,500. Thanks go to Lionel Sainsbury for his wonderful programme of selected music. Our grateful thanks go to Nigel Winser for his extremely generous sponsorship of the evening.

54. Parish Plan – update
The Parish Plan had been printed and a copy delivered to every household in Chadlington. Thanks go to the organisers of the Parish Magazine who were happy to insert it in the latest edition. Also thanks go to Cllr Tony Allan and Cllr Nicky Lloyd for producing the Parish Plan.
55. Proposals from Durand Hotham regarding planning in Chadlington
Mr Hotham had contacted the Parish Council with his concerns about WODC approving new build planning applications which were not homogeneous with existing Chadlington properties. He felt the Parish Plan recently made available to all residents did cover his concerns. WODC planners should be made aware of these concerns. Developers, however, are inclined to take liberties in not complying with the original plans when it comes to building new properties.
56. Public Participation
Flooding is still a problem at Brook End caused by a drain needing clearing. Cllr Neil Owen to organise a site visit with the appropriate Officer..
A discussion on lorries travelling through Chadlington took place. Opinions were divided.
57. Benches & Bus Stops
Mr Gerry Eaton, a resident of Chadlington, had made contact through the website suggesting that a bench could be put at the bus stop on the Chipping Norton Road as there is nowhere for people to sit while waiting for the bus. A review of all benches and seats is to take place in order to repair or replace as required.
58. Playground
It was agreed to approve Mr Brian Hamblin and Mr Ron Arthur as volunteers to look after the Playground with a notional budget of £500.00 for the current scheme of works.
59. Gigaclear update
A meeting was held on 16 April with Louise Appleton from Gigaclear who explained how Chadlington would be affected with the disruption in laying the cables. A definite date was not confirmed but the earliest would be in June.
