Minutes of the Chadlington Parish Council Meeting held at the Memorial Hall, Chadlington on Monday 09 September 2019. (Start 7.35pm. Finish 9.25pm)
Present: Cllrs Howard Rowley, Tony Allan, Zoe Townsend, Nicky Lloyd, Hilary Moore and Gill Hill (Clerk). District Cllr Neil Owen and County Cllr Liz Leffman plus 4 members of the public.

89. Minutes: The minutes of the Parish Council Meeting held Monday 08 July 2019 were
approved and signed
90. Matters arising from the Minutes
a. Brook End update – the silt trap had been cleared, however the accumulation of rubbish under the bridge remains the cause of continuing problems.
b. Durand Hotham update – the Parish Council wished to support Durand Hotham with his complaint against WODC about the rendering at Apple Tree House in Horseshoe Lane.
91. District and County Councillors Reports
Cllr Neil Owen reported that WODC was in the process of organising Committees to
support their response to Climate Change.
Cllr Liz Leffman was pleased to report that the resurfacing of the road at Spelsbury had
been completed as had all other requests for roads in the area been resurfaced. Jamie Smith had been appointed to oversee all Highway problems including Fix My Street. He would be prepared to visit areas by appointment to discuss any ongoing highway problems. Progress had been made in joint arrangements between Cherwell and West Oxfordshire District Councils.
92. Playground: update – Cllr Hilary Moore reported the RoSPA report had been received.
Brian Hamblin and Ron Arthur had made good the necessary items. The entrance needs tarmac to be laid and the gates need to be to be painted. Trees require cutting back. Cllr Howard Rowley mentioned that the swinging tyre may need replacing.
93. Allotments: update – Cllr Hilary Moore reported that two allotments were looking
neglected and tenants should be contacted to confirm they were still required. There is a waiting list. Parking cars at the Eversley Close entrance has been an issue and the hedge needs cutting back.
94. Gigaclear: update – Cllr Nicky Lloyd reported there was still no definite date for work to
commence in Chadlington.
95. Methodist Church: update – Cllr Zoe Townsend reported that local discussions had been
made as to future use of the Methodist Chapel. There is a meeting of Methodist Church officials in October.
96. Memorial Hall: update – Cllr Zoe Townsend reported that there had been a good team
clean-up of the Hall. A good booking had been lost because of the state of the grass. An application for a grant for the car park had been submitted to WODC.
97. Benches & Seats: update – Cllr Nicky Lloyd reported that most of the benches inspected
were in reasonable condition. New benches were recommended to be placed on the footpath near the Memorial Hall, in the area of Mill End but actual site is to be confirmed
and at the bus stop on the Chipping Norton Road. Sponsorship to replace the broken bench at the Stocks had been gratefully accepted from Mrs Philippa Martin in memory of her husband Barry Martin who passed away last year.
98. Rights of Way & Footpaths: update – Adrian Tremlett reported that OCC had finally
acknowledged the footpath across the last field to Green End. An application to put a short section of path on the Definitive Map at Boot Cottage had been submitted.
99. Public participation – Opportunity for the public to ask questions.
A roadside grids issue was brought up together with a planning application issue at Mount Pleasant, Bull Hill, both of which appeared to have been progressed satisfactorily.
100. Planning
Applications received:
19/02110/FUL Land North West of Chipping Norton Road. Erection of a lambing shed and farm shop, including car parking and associated landscaping. Potential for occasional film making. CPC approved of this application in principal but has concerns with the ownership of the current gate to this part of Diddly Squat Farm and the proposed access point off Chipping Norton Road is very close to the Caravan site and two bus stops which could cause traffic hazard. A new access may have to be considered.
19/02192/HHD 8 Orchard Cottages, Chipping Norton Road. CPC has concerns about the yellow bricks and rendering plus the very large extension proposed which is not in proportion with neighbouring houses.
19/01085/FUL Curdle Hill Farmhouse, Chipping Norton Road. Extensions and alterations to existing barn buildings. CPC has no objection to this application but has concerns about errors on application form Section 12 which were answered incorrectly with regard to (i) Protected and priority species and (ii) Designated sites – important habitats. Also Bat Survey gives inadequate specifics on how bats and barn owls should be protected.
19/02166/FUL Gable End House, Horseshoe Lane. Change of use from agricultural to domestic. CPC had no objection to this application.

19/01985/HHD Laburnum Cottage, Green End. Erection of garage/workshop. CPC objected.
19/02069/HHD 2 Brook End. Alterations and extension of two storey rear extension including a Juliet balcony to first floor. CPC objected.

Cllr Nicky Lloyd announced that she would be discontinuing updating the Chadlington website in the next 2 years and she is actively seeking a successor for her role.
