Minutes of the Chadlington Parish Council Annual Meeting held at the Memorial Hall, Chadlington on Monday 13 May 2019. (Start 8.30pm. Finish 9.20pm)
Present: Cllrs Howard Rowley, Tony Allan, Nicky Lloyd and Gill Hill (Clerk)
District Cllr Neil Owen and County Cllr Liz Leffman plus 5 members of the public.
Minutes
47. Election of Chair and Vice Chair
Cllr Howard Rowley was elected as Chairman
Proposed by Cllr Nicky Lloyd, seconded by Cllr Tony Allan
The Declaration of Acceptance of Office was signed by Cllr Howard Rowley
Cllr Tony Allan was elected as Vice Chairman
Proposed by Cllr Howard Rowley, seconded by Cllr Nicky Lloyd

50. Co-option of new Councillor
It was unanimously agreed that Mrs Hilary Moore should be co-opted as a new Councillor.
51. Minutes
The Minutes of the meetings held on 11 March 2019 and Extra Meeting held on 11 April 2019 were approved and signed
52. Lionel Sainsbury Evening 5 April 2019 organised by Nigel Winser in aid of the
Memorial Hall Project.
The evening proved to be an enormous success making almost £1,500. Thanks go to Lionel Sainsbury for his wonderful programme of selected music. Our grateful thanks go to Nigel Winser for his extremely generous sponsorship of the evening.
53. Matters arising from the Minutes
There were none.
54. Parish Plan – update
The Parish Plan had been printed and a copy delivered to every household in Chadlington. Thanks go to the organisers of the Parish Magazine who were happy to insert it in the latest edition. Also thanks go to Cllr Tony Allan and Cllr Nicky Lloyd for producing the Parish Plan.
55. Proposals from Durand Hotham regarding planning in Chadlington
Mr Hotham had contacted the Parish Council with his concerns about WODC approving new build planning applications which were not homogeneous with existing Chadlington properties. He felt the Parish Plan recently made available to all residents did cover his concerns. WODC planners should be made aware of these concerns. Developers, however, are inclined to take liberties in not complying with the original plans when it comes to building new properties.
56. Public Participation
Flooding is still a problem at Brook End caused by a drain needing clearing. Cllr Neil Owen to organise a site visit with the appropriate Officer..
A discussion on lorries travelling through Chadlington took place. Opinions were divided.
57. Benches & Bus Stops
Mr Gerry Eaton, a resident of Chadlington, had made contact through the website suggesting that a bench could be put at the bus stop on the Chipping Norton Road as there is nowhere for people to sit while waiting for the bus. A review of all benches and seats is to take place in order to repair or replace as required.
58. Playground
It was agreed to approve Mr Brian Hamblin and Mr Ron Arthur as volunteers to look after the Playground with a notional budget of £500.00 for the current scheme of works.
59. Gigaclear update
A meeting was held on 16 April with Louise Appleton from Gigaclear who explained how Chadlington would be affected with the disruption in laying the cables. A definite date was not confirmed but the earliest would be in June.
60. Planning
Applications received:
19/01052/S73 Curdle Hill Farmhouse, Chipping Norton Road. Non compliance with condition 2 of planning permission 16/01505/FUL to allow changes to the South elevation and slight re-positioning of the dwelling (whilst still incorporating all changes as approved under 18/01735/S73) CPC objected to this application.
19/00996/FUL Mount Pleasant, Bull Hill. Demolition of existing dwelling and integral garage and proposed erection of part 2 storey and part single storey dwelling, detached 3 bay garage and garden store and alterations to existing landscaping including modifications to existing drive and access. CPC objected to this application.
19/00657/HHD Courtyard Cottage, Mill End Creation of mezzanine to existing barn with insertion of new window to gable. Erection of shed and two outbuildings along with a plunge pool. CPC objected to this application.

18/03337/HHD 8 The Stocks. Erection of a two storey rear extension and insertion of new
roof lights. (Amendments to Planning Permission 11/0227/P/FPEXT) (Retrospective)
Chadlington Parish Council felt it was not in a position to approve or decline this application as insufficient information was available.
