Minutes of the Chadlington Parish Council Meeting held in Chadlington Memorial Hall on
Monday 13 July 2020 (Start 7.35pm, Finish 9.20pm).
Present: Cllrs Zoe Townsend, Chairman, Nicky Lloyd, Hilary Moore, Andrew Carpenter, Sam Peet and Gill Hill (Clerk). District Cllr Neil Owen and one member of the public.
Minutes
213. Apologies: Cllr Cllr Liz Leffman
214. Declarations of Interest: There were none.
215. Minutes: The Minutes of the meeting held on Monday 11 May were approved.
216. Matters arising from the Minutes: There were none.
217. District & County Councillors’ Reports:
District Cllr Neil Owen reported that WODC was committed to Covid-19. Officers and staff were still working from home. 300 applications for Community Business Grants had been handled very efficiently. Planning Meetings were being held remotely and proving to be a success. There is a move afoot that the Councils may go to a unitary situation.
Online county council meetings, including scrutiny committees, have now re-started. County Hall has now re-opened for registrations of births, and some staff will be moving back in shortly though most people will continue to work from home. Highways are carrying out normal services as far as I can tell at the moment.Recently the government has funded grants for their Active Travel programme which is to encourage more walking and cycling. Oxfordshire put in a bid for £600,000 but was only awarded 50% of tis. This was very disappointing and we have yet to see details as to why the bid was not successful, but we think it was because too much was included that should have been funded by the County out of its existing budget. This included repainting of some lines for cycle lanes and the management of vegetation. The county council has now allocated £300,000 to this work out of their own funds. West Oxfordshire has had very little other than a new bicycle rack in Witney, though the verges are being cut to accommodate cyclists. There is a further £2.4 million which will be open for the county to bid for next month which can be used to set up new schemes and councillors will review the bid with officers this time to ensure that it meets the criteria.As we go into the next phase, it is likely that we will have a lot of challenges around children returning to school. This will undoubtedly affect Chadlington Primary School, but at the moment no-one knows what the government is going to recommend regarding social distancing in schools, and until we get confirmation of that it is very difficult for schools to plan how they will reopen.I am pleased to report that I have been able to make a grant from my Councillor Priority Fund to the school to support three families in the Wychwoods who had no access to computers. This has benefitted five children, who would otherwise not have been able to participate in lessons from home. I have also been able to support the Give and Take food bank in Charlbury, and I have given a grant to the Community Centre to support their work looking after people who are self-isolating.
218. Public Participation: A resident enquired about the new car park to which the answer was that it had been completed. The gravel finish proved to be more economic than hard core.
219. Parish Council Vacancy
A notice advertising the vacancy for another Parish Councillor has been placed on the Noticeboard but there had been no applications to date.
A new workload and responsibilities list was being put together by the Chairman. Any Councillor who has a desire to change their current responsibilities was invited to advise the Chairman.
220. Coronavirus: Community issues
The Parish Council has been extremely grateful to all shop assistants, volunteers and the general community for all that has been and still is being done during the coronavirus
pandemic times. A group of parishioners have organised collection boxes at the local shops if anyone wishes to make a donation.
221. Gigaclear: Cllr Neil Owen has been in touch with Louise at Gigaclear to ensure that the village is tidied up after the disruption of installing the Gigaclear fibre optic cable.
222. Memorial Hall: The Memorial Hall has been closed for use until now and therefore there is nothing much to report. The lease of the Sports & Social Club is due to expire in three years time and the lease of the Sports Field runs out a few weeks later.
223. Methodist Church: The school has put in a bid to make use of the Methodist Chapel. Because of the social distancing requirements it will have difficulty in accommodating all pupils. The Parish Council has supported the request.
224. Benches, Tables & Bus Stop
Weather permitting; the bus shelter in Chipping Norton Road should receive its upgrade to a smarter look within the next week. The benches are about to be ordered and should be in place in the next three to four weeks.
225. Allotments:
Ron Arthur has made a proposal as to how a water supply could be installed at the Allotments. We are awaiting further details of the costs involved and will discuss further at that time. The problem of keeping loose dogs off the allotments can hopefully be sorted with the use of chicken wire.
226. Playground: This is now open and up and running. It is being very well used.
227. Dog Waste: Unfortunately this is becoming a major problem in Chadlington. WODC is in the process of providing new dog waste bins which will be combined with litter bins. If you are a dog owner please ensure you pick up after your dog and make sure you are aware of where your dog is at all times. It is most unpleasant for the people who cut and strim the grass to have dog mess thrown up by their equipment.
228. Highways: White Lines: All white lines and signs have been repainted.
229. Speedwatch: Further to the letter received from Mr Benson, we understand that OCC is proposing 20mph zones in all villages:

Minutes of the Chadlington Parish Council Meeting held remotely on Zoom because of Social Distancing Requirements on Monday 11 May 2020 (Start 7.30pm, Finish 8.40pm).
Present: Cllrs Zoe Townsend, Chairman, Nicky Lloyd, Hilary Moore, Andrew Carpenter and Gill Hill (Clerk). District Cllr Neil Owen and County Cllr Liz Leffman.
Minutes
191. Apologies: Cllr Sam Peet
192. Declarations of Interest: Cllr Zoe Townsend has a close connection to the Sports and Social Club being married to the Chairman.
193. Minutes: The Minutes of the meeting held on Monday 09 March were approved unanimously.
194. District & County Councillors’ Reports:
District Cllr Neil Owen reported that normal business at WODC had stopped. Officers and staff were working from home. Officers had been deployed to handle cases of extreme vulnerability. A hub had been established to co-ordinate actions. Cllr Owen explained that as much as he would have liked to assist the Good Neighbours scheme in Chadlington he was unable to do so due to his age and health issues. The Chair asked him to pass a message on to Ubico to tell them they are doing a good job in these difficult times.
County Cllr Liz Leffman reported that there was not much going on except for the pandemic issues. Testing was being carried out by the Army in the Car Park in Chipping Norton and also in Carterton. There had been no discussion between OCC and the Government but OCC had put aside money for PPE for care homes and uplift for Agency Staff who care for people in their own homes. Highways were still working and staff were working from home. OCC were now working on how to bring staff back to work. There had been very little Covid-19 sickness in the county. Buses were still operating through Chadlington but at a huge cost. A Priority Fund was available for residents with hardship issues. Cllr Hilary Moore to advise Good Neighbours. The Chair reported that there were some gullies which were still blocked; one at the corner of Church Road and East End, another by the Bowls Club.
195. Public Participation: There was none.
196. Coronavirus: Changes to Legislation for Parish Councils
a. Remote meetings legal until May 2021
b. Chairman/Vice Chairman can remain in post until Annual Meeting in May 2021.
c. Deadlines for audit have been extended.
d. Annual Parish Meeting not required this year.
e. In the absence of the AGM in May, to resolve for the current Chairman/Vice Chairman to remain in post as required.
f. May 2020 elections postponed until May 2021
The Parish Council agreed unanimously all the above points and Cllr Zoe Townsend agreed to remain as Chair until May 2021. There being no Vice Chair this position was not filled.
197. Gigaclear: Concern was raised about the state of the grass verges which should be made good by Gigaclear. Cllr Neil Owen kindly offered to take this up with Gigaclear.
198. Memorial Hall: Currently in lockdown. The new car park was looking good. A complaint had been received as wheelchairs could not access the Mobile Post Office Van because of the gravel surface. It was suggested that the Mobile Post Office Van should be asked to park nearer the gate. There was still some work to be done on the car park hopefully sooner rather than later. Funds had been received for the car park: £10,500.00 from the Memorial Hall Committee, £4,432.50 grant from WODC and Gin Thing donation (to be confirmed) approximately £1,700.00. Sue Cox, Chair of the Memorial Hall Committee is anxious to hold a meeting with the Sports & Social Club and Parish Council to clarify some
communication problems. The lease of the Sports & Social Club is due to expire in three years time.
199. Methodist Church: Nothing to report.
200. Community Assets: Since the decision was made not to register the village shop, this item will be held in abeyance until the next meeting.
201. Benches & Tables: There has been a delay in obtaining the benches and in working on the bus stop in the Chipping Norton Road near the playground due to lockdown. Hopefully there will be some movement soon.
202. Allotments: There had been concern about dogs running loose on the allotments which is not allowed and people not sticking to the official footpaths in the area of the allotments. Signs are to be provided warning people of the areas they should and should not use.
203. Playground: The grass needs cutting and even though the playground is not in use it needs to look respectable. The RoSPA inspectors will arrive to check the playground without any advance warning. It was decided that the special cleaning facility of playground equipment due to Covid-19 would not be required at this time.
204. Highways: White Lines: There had been a hold up on repainting white lines which were due to be done in March. Hopefully this job will be done soon.
Speedwatch to be on the Agenda next month.

Final Comment:
The Parish Council wanted it to be known how much the three shops in Chadlington are appreciated and also the Good Neighbours scheme together with everyone in the village who are helpers in one way or another at this very difficult time.

Minutes of the Chadlington Parish Council Meeting held at Chadlington Memorial Hall on
Monday 13 January 2020 (Start 7.35pm, Finish 9.15pm).
Present: Cllrs Zoe Townsend(Chair), Tony Allan, Vice Chairman, Nicky Lloyd, Hilary Moore, Sam Peet. District Cllr Neil Owen and County Cllr Liz Leffman plus one member of the public.
Minutes
167. Apologies: Cllr Andrew Carpenter. Gill Hill (notes taken by Cllr Lloyd)
168. Declaration of interests: Cllr Townsend declared that on Agenda item 6 Memorial Hall, she is unable to negotiate with Chadlington Sports and Social Club because their Chair person is her husband.
169. Minutes: The Minutes of the Parish Council meeting held on 13th January 2020 were approved by Councillors Allan, Moore, Peet and Lloyd but not signed by the Chair, Cllr Townsend as she was not at that meeting. Formal signing of the Minutes to be agreed with the Parish Clerk on her return.
170. District and County Councillor Reports
District Cllr Neil Owen informed the meeting of a current District Council consultation on the use of section 106 and Community Infrastructure Levy (CIL) funds, which are paid by housing developers to local authorities. He also mentioned that the District Council still has a community grants fund available to local groups who wished to apply. County Cllr Liz Leffman explained that section 106 developer contributions are paid on housing developments of any size and can be used by the County Council for infrastructure, such as schools and roads; whereas CIL funds would go to the District Council. She went on to say that the County Council are setting their budget to include £200,000 to review youth services and intend to include funding for new/re-established youth services in future budgets. There are funds for local transport services and project grants. She has proposed that the Pulham’s X9 service be provided with funding to maintain services throughout the day.

Councillors were unclear why the broadband fibre company had returned to the village to do more work and have closed Bull Hill whilst they are digging up the road. At present the company have not given a date when the service will be available. A member of the public commented that they understood there had been problems with BT lines when Gigaclear had done work in the village previously and that the main connection box in Horseshoe Lane had not been connected properly. Another said that in general the company was honouring its commitment to rectify any damage caused to roads, pavements and verges throughout the project.
172. Memorial Hall
Building work on the car park has begun but at the moment there has not been a positive response from the Sports and Social Club to make their contribution to the costs of the project. The Parish Council lease the clubhouse to the Sports and Social Club and it is
within the terms of the lease that the Club should contribute to car park maintenance and improvement costs. Sue Cox, Chair of the Memorial Hall Committee will be arranging a meeting between some of the Parish Councillors and the Sports and Social Club to discuss terms of the lease and negotiate the improvement costs contribution.
The Memorial Hall Committee AGM will be held on 9th April 2020 at 7.30 p.m.
173. Methodist Chapel
There has been a meeting between the group of villagers who are arranging community use of the redundant chapel and the Chipping Norton area of the Methodist Church. This concerned the terms of the 12- month probationary licence that will govern this pilot project. The project group will be responsible for the running costs of the building but the Methodist Church retain responsibility for the maintenance and any necessary repair of the building.
174. Community Assets
There was no agreement amongst Councillors whether it was worthwhile to register some village shops and other amenities as community assets. Local residents are requested to inform the Parish Council if they think this action needs to be taken in order to protect the local availability of such services, should the current owners wish to cease trading and/or sell these assets. 175. Benches and Tables
It was agreed at the last meeting that 3 additional benches will be located around the village. The inscriptions for each bench are to be agreed with the sponsors, then the benches can be ordered. It was also agreed that the bus shelter should be painted green when it is refurbished. A further sponsor, who has offered to make a contribution to village infrastructure, will be contacted to suggest that they contribute to the cost of renovating the bus shelter. The cost of the benches and bus shelter refurbishment will be paid by the Parish Council initially, then sponsors asked to make their donations.

There was nothing new to report.
177. Playground
There was nothing new to report. There has been little use of this facility due to the very wet weather in the last couple of months.
178. Highways – white lines and school parking
White lines in the village including those along the road outside the school are scheduled to be re-painted but this will not take place until the next financial year starting in April. School parking problems have not improved. The Parish Council will ask OCC to place a specific parking restrictions sign near the zig-zag no parking zone to add authority to anyone asking parents not to park there during school drop-off and pick-up times. It was also proposed that parents could be invited to park at the Memorial Hall, once the landscaping work has been finished, and then form a ‘walking bus with school children up to the school, as happens in many other villages.
179. Church Road/Green Lane and Brook End flooding
Cllr Townsend reported that this was still a serious hazard, pushing pedestrians in to the road and damaging the road surface. County Cllr Leffman said that she will chase OCC officers about taking some action on this issue. A member of the public also reported that OCC officers had been to see the flooding at Brook End. Drains and gullies are full throughout the village but no flushing has been taking place, despite frequent notification of these problems via ‘Fix my Street’.
180. Defibrillators – Abbeyfield House and Sports and Social Club
Councillors were unclear what had happened to the defibrillator at Abbeyfield. Cllr Moore will follow up and offer the Parish Council’s help with making sure this is available to the community as before.
The Parish Council agreed to cover the cost of re-locating the defibrillator at the Sports and Social Club to an outside wall, so this can now go ahead.
181. Public Participation Gordon Brown, Chipping Norton Town Councillor, addressed the meeting to request support for his campaign to have a new recycling centre in Chipping Norton. When Dean Pitt closed some years ago, the County Council said various proposals for a new centre were being considered but then said that they did not have the resources to do this. The Town Council has declared a Climate Emergency. Now that everyone is being encouraged to recycle as much as possible the Town Council thinks that people in the Chipping Norton area should not have to drive such long distances to reach facilities and with the new housing in Chipping Norton, there is even more demand which the County Council should fulfil. County Cllr Leffman, District Councillor Owen and all the Chadlington Parish Councillors present supported Mr Brown’s case and agreed that the County Council should establish a new centre in this area.
Nigel Ridpath, representing the trust that owns the Paddock opposite Café de la Post, reported that new trees have been planted and that a number of lambs had been born on the field. The Parish Council thanked the trust and its volunteers for maintaining and improving this area for the enjoyment of the village.
A member of the public reported that a dog mess disposal bin on Daisy Bank has gone missing. The Parish Council will check its asset register for the location of this bin and arrange replacement if necessary.
182. Asset Register
Cllr Lloyd is prepared to review this and keep it up to date but has not yet received a paper copy from the Parish Clerk.
183. Risk Register
Cllr Lloyd proposed that the Parish Council should add the Coronavirus outbreak, and proposed mitigations, to the Risk Register. Although the Parish Council has only limited responsibility for local residents’ health it can link with Good Neighbours to offer some assistance and advice to vulnerable people in our community, should the outbreak impact significantly on the wellbeing of those living in the village. Cllr Moore will speak with the
Good Neighbours team to ask what help they think their volunteers could offer and Cllr Lloyd will ensure this information appears on the village website.
184. Local Elections 7th May 2020.
Gill Hill (Parish Clerk) will provide current councillors with the forms necessary for them to re-apply for their seats in May. Cllr Allan will be standing down, so there will be one seat vacant and should more than one new potential councillor come forward there will need to be an election.
185. Planning
Application received: 20/00419/HHD Old School West End Chadlington. Erection of single Storey front extension and addition of front porch. CPC noted that there had been one neighbour objection. CPC have no objection to this application.
186. Finance
It was not possible to approve expenditure or sign cheques in the absence of the Parish Clerk.
187. Extra meeting in April
Councillors did not know why this meeting had been proposed by the Clerk. The Chair will follow up with the Clerk on her return from holiday.
188. Correspondence
Councillors agreed that they would not donate to the Theatre Chipping Norton, as it is not in the village.
189. Other Issues
A member of the public has asked whether it might be possible to provide access for people with disabilities to the new picnic benches on the Stocks green. Cllr Peet will advise whether this is technically possible and report back to the next meeting, when a decision can be made on this question.
Cllr Lloyd reported a positive response to her articles in the Parish Magazine and posters around the village, looking for a new website editor. She will be meeting with a potential new editor this week and then handing over to her in due course.

It was agreed to ask Cllr Carpenter whether he is available to attend the WODC Town and Parish meeting on 26h March 2020.

146. District and County Councillors Reports
147. Cllr Neil Owen reported that the new Chief Executive of Publica, Jan Brittain had taken
over from David Neudegg who had retired. Climate Change is a priority of WODC and there is a cost implication with this. Council Tax is expected to come in at £104 for a Band D property.
Cllr Liz Leffman reported the SKANSA contract was up for renewal. Highways were due to have a meeting to discuss this. The flooding situation at Green Lane and Brook End had not been resolved. A meeting with Jamie Smith, OCC, Adrian Tremlett and several residents to be arranged on site near the Bowls Club, Green Lane.
148. Gigaclear
There have been some problems with BT lines. Work is ongoing in the area.
149. Memorial Hall
The boiler has broken. The Council agreed that £3,000 should be given to the Memorial Hall to cover the cost of a replacement. A starting date to renew the cap park is expected soon.

Deferred to next meeting.
152. Benches, Tables & Bus stop
Offers to sponsor had been received from the Diplock Trust, Sam Peet and Tania Smith. It was proposed that the Marmax recycled products should be used. The Traditional Three Seat for outside the Memorial Hall, the Reston Three Seat to go near the bus stop in Chipping Norton Road and a Wave Three Seat for the leafy area near Stonelee Close. It was proposed by Cllr Tony Allan and seconded by Cllr Andrew Carpenter to have these three sets in place by the Spring.

Adrian Tremlett attended to inform the Council that the Footpath situation was looking up. The application for a DMMO reference 03481 for Chadlington was up for consultation from 17 December 2019 and 17 January 2020. It was also arranged that he would attend the meeting at Green Lane to discuss the flooding.

165. Other issues
The mobile Post Office had not turned up for several days one week in January. Apparently the van had broken down. The village needs to be made aware of any cancellations in future. A point of contact needs to be found – the Cafe de la Post was suggested.
The Sports & Social Club has a defibrillator which is kept inside their building. They would be prepared for the defibrillator to be kept on an outside wall if the Parish Council would purchase an external cabinet. Clerk to find out costs.
Parish Plan needs to be updated.
A new website administrator will be required in the near future.

118. Resignation of Howard Rowley
Cllr Howard Rowley announced that he was stepping down both as Chairman and also as a Councillor with effect from 12 November 2019. He had been a Councillor for six years and Chairman for three years. His contribution has been greatly appreciated in particular with the Parish Plan for Chadlington.

Councillors were reminded that all Councillors are up for election in May 2020. Any vacancies that occur after 11 November 2019 can only be filled by co-option. A briefing on the elections for Clerks is being held at 6pm on Thursday 30 January 2020 at WODC Woodgreen.

The Chairman had met a WODC planner in Chadlington and was concerned that the Parish Council had not been informed of the visit nor did the WODC Planner have any identification. It was agreed that advanced notice should be sent to the Parish Council in future and identification should be available.
County Cllr Liz Leffman was asked to provide an update on the Brook End flooding and sewage problems. There had been numerous problems with complaints to Thames Water with no results. The bridge at Brookend had been inspected and all seemed to be in order. A further problem with flooding was occurring at Greenend with water running off into Church Road on the bend by the Bowls Club.
121. GigaClear
Work had progressed and the contractor had been very busy and quick to respond to complaints. There had been no real problems.
122. Memorial Hall
The wiring has been done and there is a time limit on the heating at the Memorial Hall. There will be a Memorial Hall Open Day on Saturday 25 January 2020 – a table has been reserved for the Parish Council. Photographs of past events required. On Friday 8 May 2020 – now a Bank Holiday (instead of Monday 4 May) to celebrate 75 years since VE Day and the Memorial Hall will be holding an event in the evening.
123. Methodist Church
A meeting had been held in Shipston-on-Stour to discuss proposal for using the Methodist Hall as a Community Asset. The next step is to take this to a higher level for decision. Updates on information on what is happening to the Methodist Hall are being sent to those who register their email address with Nina Morgan.
124. Benches & Tables
The Parish Council would like to thank Roger and Alison Saunders for their generous purchase of two Picnic Tables to replace the broken ones on The Stocks. A welcome party with tea and cakes was held on the arrival of the tables on 29 August 2019.
A further vote of thanks from the Parish Council goes to Philippa Martin for her purchase of a new bench for The Stocks in memory of her husband, Barry Martin, who sadly passed way last year. A Champagne reception, courtesy of Philippa, took place on Friday 13 December 2019.
Work is still going on with a view to replacing more benches and repairing bus stops

All allotments are in use. The Parish Council would like to thank Kathy Heath for cutting back the hedge on Church Road.
126. Playground
The Parish Council would like to thank Brian Hamblin, Ron Arthur and their team for all the work they are doing to keep the Playground up to scratch. SSE to be contacted to trim back a tree.

19/02110/FUL Land North West of Chipping Norton Road. Erection of a lambing shed and farm shop, including car parking and associated landscaping. Potential for occasional film making. CPC approved of this application in principal but has concerns with the ownership of the current gate to Diddly Squat Farm and the proposed access point off Chipping Norton Road is very close to the Caravan site and two bus stops which could cause traffic hazard. A new access may have to be considered.
19/02192/HHD 8 Orchard Cottages, Chipping Norton Road. CPC has concerns about the yellow bricks and rendering plus the very large extension proposed which is not in proportion with neighbouring houses.
19/01085/FUL Curdle Hill Farmhouse, Chipping Norton Road. Extensions and alterations to existing barn buildings. CPC has no objection to this application but has concerns about errors on application form Section 12 which were answered incorrectly with regard to (i) Protected and priority species and (ii) Designated sites – important habitats. Also Bat Survey gives inadequate specifics on how bats and barn owls should be protected.
